IE Cumulative Security Update 3197655 breaks MHT/MHTML files from displaying correctly on local intranet with IE8

Steps to reproduce

Cumulative Security Update for Internet Explorer 8 for WES09 and POSReady 2009 (3197655) released on November 08, 2016 breaks MHT/MHTML files from displaying correctly on local intranet / desktop with Internet Explorer 8. Uninstalling update 3197655 immediately corrects this problem and restores these files to display correctly. Note that all security zones in IE Internet Options are set to default levels (Internet - Medium-high, Local Intranet = Medium-low). See attached image of typical mht file when opened in IE8 after update 3197655 is installed (all local MHT/MHTML files render the same on system, not just this one file). When opening the same file(s) in Chrome web browser, they render correctly.
