Steps to reproduce

var data = {
 foo: "bar",
 bar: “baz”
};

var blob = new Blob([data])

var filename = “test.txt”

let a = document.createElement(‘a’);
var url = window.URL.createObjectURL(blob);
a.href = url;
a.download = filename;
document.body.appendChild(a);
a.click();

The behavior we’re seeing here involves a “Running security scan” popup appearing for a split second, followed by nothing. Ben Lewis thought this was an auto-run situation, but it looks like for whatever reason, the default app is never being spun up.

Note that this only occurs in content scripts and extension pages. Regular pages are subject to 10029510

Expected Behavior

The user should be prompted to Save/Save As the file regardless of whether the file’s extension is known to the system
