Steps to reproduce

var data = {
 foo: "bar",
 bar: “baz”
};

var blob = blob = new Blob([data]);
var filename = “test.txt”

if (window.navigator.msSaveBlob) {
 alert(‘Testing msSaveBlob’);

 try {
  blob = new Blob([“Hello”]);
  window.navigator.msSaveBlob(blob, filename);
 } catch (e) {
  alert("Error: " + e);
 }
}

As long as the file extension specified in filename is not recognized by the system (see 10029510), then msSaveBlob/msSaveOrOpenBlob will prompt the user where they wish to download the blob to regardless of their “Ask me what to do with each download” setting
