Steps to reproduce

Repro Steps:

(Note- there is no need to install the ActiveX to reproduce this bug).
1.) Ensure UAC is set to default and you are using a Windows 7 machine
2.) Enter https://vmdemo1.vscreen.org/activexbugreport/index.html in the browser bar and press enter.
3.) Confirm that the ActiveX install dialog appears at the bottom of the browser window.
4.) Change UAC settings to 'Never notify’.
5.) Restart machine.
6.) Enter https://vmdemo1.vscreen.org/activexbugreport/index.html in the browser bar and press enter.
7.) The ActiveX install dialog does not appear at the bottom of the browser window.

Expected Results:

ActiveX install dialog should appear regardless of UAC settings.
