Steps to reproduce

REPRO STEPS:

  1. Load http://pastehtml.com/raw/c05zyvs8c.html (or open the attached HTML) in IE9 or IE10

  2. Observe that the scrollable content does not fill the height of the container as it used to do in IE8 and most other modern browsers.

EXPECTED RESULTS:

The scrollable content should span the full width and height of the containing element.

ACTUAL RESULTS:

position: absolute; top: 0; bottom: 0; AND height: 100%; are both ignored on the scrollable content element and it does not span the full height of the containing element.
