Negative margin-bottom in IE9-10-11 allows scrolling too far

Steps to reproduce

Repro Steps:

  1. Launch IE9, IE10 or IE11
  2. Go to http://jsbin.com/EpuboseG/1/edit
  3. Scroll down the red box.

!! you can scroll down past the red container and see the yellow container. This is not the case in any other browser (IE8, Firefox, Chrome).

However if you remove margin-bottom: -30px from #inner, then the behavior switches: I see the yellow thing in the other browsers, but not in IE9+.

Expected Results:

I should be able to only see the red DIV when scrolling, and shouldn’t be able to scroll further to see the yellow 30px at the bottom.
