Steps To Reproduce

Case 1:

  1. focus input with type="number";
  2. use up/down arrow-keys to change value;
  3. press enter.

Expected:
change event fired.

Actual:
change event doesn’t get fired.

Case 2:

  1. focus input with type="number";
  2. use up/down arrow-keys to change value;
  3. move focus out of input.

Expected:
change event fired.

Actual:
change event doesn’t get fired.
