Cancel navigation WebBrowser control in MS Access produces wait cursor onmousemove

Steps to reproduce

Create a WebBrowser control in MS Access.
Add a button with <a href="http://www.google.com">Click me</a>
Add an event handler for On Before Navigate in MS Access and set cancel = true

Observed behavior: Before the navigate event, the mouse cursor works normally. After the navigate event is cancelled, at this point, moving the mouse over the web page produces a switch to the wait cursor with each onmousemove event. The mouse cursor is constantly flickering between the wait cursor and the default cursor with any mouse movement.
