IE11 disabling address bar search mistakenly reports setting as managed by administrator

Steps to reproduce

Tools -> Manage Add-ons -> Search Providers -> [ ] Search in the address bar and the search box on the new tab page.

Then, in Tools -> Options -> Advanced, the option “Go to an intranet site for a single word entry in the Address bar” is greyed out, and a bar at the bottom informs that "Some settings are managed by your system administrator".

Turning off address bar search makes the GotoIntranetSiteForSingleWordEntry setting not applicable. This fact is presented poorly and leads to confusion since no such group policy is set.
