var doc = parentDoc.implementation.createDocument("http://my.uri", "root", null);
var root = doc.documentElement;
root.setAttributeNS("http://www.w3.org/2000/xmlns/","xmlns:y",Y_URI);
var serializer = new XMLSerializer();
var serializedXML = serializer.serializeToString(doc);

EXPECTED RESULTS:
<root xmlns="http://my.uri" xmlns:p="http://my.other.uri" />

ACTUAL RESULTS:
<root xmlns="http://my.uri" />
