Steps to reproduce

REPRO STEPS:
1- it should return true

2- It should bind the event like it does with window.addEventListener("wheel", function(){alert(1)})

3- Event should be fire on horizontal scroll

4- There must be a property (like FF’s axis) which helps us differentiate between vertical and horizontal axis.

EXPECTED RESULTS:
1- returns false

2- doesn’t bind the event

3- No event fire on horizontal scroll using tochpad, trackpad and horizontal-scroll-capable-mouse.

4- There is no way to tell which axis the page is scrolling.
