Edge prefers "Yu Gothic" rather than "Yu Gothic UI"

Steps to reproduce

This continues from #7151032:


  1. Prerequisite: Add Japanese as a primary Windows language. (Settings -> Time & Language -> Region & Language -> Add a language -> Japanese, and press Set as default) Then press F5 to refresh.
  2. Include “選んでるそんな 未来は勘弁だ” on HTML
  3. Style it with font-family: sans-serif, font-family: "Yu Gothic", font-family: "Yu Gothic UI", or font-family: "MS PGothic".
  4. Compare them to check which font sans-serif uses

Expected result

sans-serif should prefer “Yu Gothic UI” as every other UWP apps do

Actual result

It prefers “Yu Gothic” over “Yu Gothic UI”
