Steps to reproduce

Repro Steps:

  1. Open IE11
  2. Navigate to page with onchange code on
  3. Open F12 Debugging tools
  4. Place breakpoint within onchange event handler
  5. Change select menu value

Code to reproduce error:

<script type="text/javascript">
var select = document.getElementById(“testSelectMenu”);
select.addEventListener("change", testHandler, false);

        function testHandler() {
            // Do something
            var testVar = 0;
        }
    </script>
</head>
<body>
    <select id="testSelectMenu">
        <option value="0">Test value 0</option>
        <option value="1">Test value 1</option>
    </select>
</body>

</html>

Expected Results:

The expected behavior is to be able to step through the code in the F12 debug window
