Steps to reproduce

I’ve seen this on other sites, but the easiest way to reproduce it is to go to Dribbble and open an attachment such as the one at https://dribbble.com/shots/3100803-Visual-Studio-for-Mac-Dark-Theme

Once the attachment image is open you’ll see a dashed border around it, scrolling will produce artifacts over the image until you move your mouse or something causes a repaint.

I’ve attached an image showing what this looks like. I’m using 150% zoom in both edge & windows on 4k monitors, but I see this on my first gen surface pro as well. I don’t get this in other browsers.
