there appears to be no navigator property to detect support for this feature?

the only way to detect browser support is from the performance api filtering for initiator=<link>

Suggestion:
support for the feature should be implemented as a property of the navigator.

eg.
navigator.PrefetchSupported
true||false
navigator.PreLoadSupported
true||false

Currently the only way to detect support is to determine the REAL version of MSIE userAgent (>=IE11) or to query the performance api for link rel=perfetch initiators
