Steps to reproduce

REPRO STEPS:
download the attached contrastbw.css stylesheet to your computer.

Tools>Internet Options>General tab, Accessibility button, check use userStylesheet, select the above contrastbw.css file (that you have uploaded).
Apply and save the changes.

You should see that the userStylesheet is applied when the Internet Options are changed…
Navigate to any webpage and display the Developer tool (IE11)

EXPECTED RESULTS:
The Developer tool should not inherit userStylesheet settings.

ACTUAL RESULTS:
the Developer tool DOES inherit the users userStylesheet rules…

(gives away the nature of how you have constructed the Developer tool in Ie11).
