Steps to reproduce

In Windows 10 builds 15002, 15007, 15014, flash is completely disabled. Doesn’t matter whether toggle under advanced settings is set to on for off.

A) Open Edge in any of these builds
B) Check that “use Adobe Flash Player” is toggled to "on".
C) try to use a flash enabled site.
