Steps to reproduce

Side-load an extension that has only “activeTab” specified in the permissions field of its manifest
Close and re-open Edge

Expected

The extension is present in Edge but is disabled since it’s sideloaded

Actual

The extension is uninstalled and a “Something went wrong with your extensions, so we had to reinstall them. You’ll need to turn them on again” error is incorrectly displayed
