Steps to reproduce

Repro Steps:

  1. Open youtube video in IE11. I used this one: http://www.youtube.com/watch?v=bWmQj8ywMys
  2. Observe that there is a scrollbar in IE and scrolling works.
  3. Double click on the video to make the video fullscreen.
  4. Double click again to leave full screen.
  5. Observe that the scrollbar is gone now and the page cannot be scrolled even with keys.
  6. Move the mouse pointer down to the taskbar, i.e. leaving the IE11 window. When the mouse leaves the window, the scrollbar suddenly appears again. (Same happens when the mouse leaves the rendering area and enters the toolbar.)

Expected Results:

Scrollbar should always be visible (the page is longer than one screen).
