Steps to reproduce
- Open Region and Language settings and select the Formats tab.
- Set the Format to Arabic (Saudi Arabia).
- Click on Additional settings and select National from the Use Native Digits drop down list > Ok.
- Navigate to http://en.wikipedia.org/wiki/Numeral_system and view the numerals on the webpage. (Or open the attached repro)
IE 9/10 should display numerals in Arabic as set in system locale settings.
IE 9/10 displays numerals in English format instead.

The same issue is also observed in IE11. The behavior seems to be slightly changed depending on the document mode. Is there any workaround or configuration to have IE11 shapes numerals in native numerals such as Arabic-Indic?
