Steps to reproduce

Reduced repro:

Original repro:
Add a lat-long such as “35 -112” to the text input field and click "Add Marker". 
The marker will display when the URL is accessed via IE 9, 10, and other browser on Windows 7.

Expected Results:

The marker should overlay the map.
