Steps to reproduce

Extension background script will not have access to session cookies set in the tab before any extension is enabled. This repros if a cookie is set in the regular tab prior to any extension is enabled and running. 

This does not affect persistent cookies, which can be used as a workaround.

    • Would this same behavior exist for the Flash Player plugin? My HTTP requests out of Flash Player are not getting a session cookie added if I do authentication prior to the loading of the Flash application.
