Steps to reproduce

The existing :focus pseudoclass is useful for determining if an element has logical focus, but not whether than element should have a visual focus indicator. A common problem is that buttons and links get focused when clicked, resulting in lingering visual focus styles. Due to this problem, many developers actively avoid adding any focus styling which reduces accessibility.

The CSS WG has proposed the :focusring pseudoclass to apply to elements that are both focused and should have a focus indicator drawn. This has previously been implemented in Firefox as :-moz-focusring.
