Repro Steps:

1- Install fresh Windows 8.1 RTM ISO (no updates)
2- Launch IE11 along with a GPU usage monitor and open any WebGL content with an FPS
3- The GPU usage should increase when the rendering of the WebGL content starts and the FPS should be coherent with the same content rendered in other browsers such as Chrome, Firefox or Opera.
4- Install IE11 KB2884101 security update
5- Launch IE11 along with a GPU usage monitor and open any WebGL content with an FPS
6- The GPU usage should remain intact when the rendering of the WebGL content starts and the FPS should be considerably low compared with the same content rendered in other browsers such as Chrome, Firefox or Opera.

Expected Results:

IE11 rendering webGL trough a hardware accelerated method (DirectX translation, OpenGL) and performing at FPS rates comparable with Chrome, Firefox or Opera rendering the same webGL content.
