Steps to reproduce

I’m on Windows 10 Microsoft Edge 38.14393.0.0
Running in Edge browser window.open("https://developer.microsoft.com", null, “height=1000, width=400”); will open new window full size if screen height is less than set one (<1000 in current example). On large screen (> 1000 height) all works correct - width and height of new window are honored.
Here is a link to example
https://jsfiddle.net/anna_lebed/k1ufzpq7/3/
Steps:

  1. Open link in Edge - click first button ‘Click to open small window’ - works correct
  2. Open link in Edge - click second button ‘Click to open large window’ - opens in full screen
  3. Try in other browsers
