Steps to reproduce
IE11 on Win7 with build 11.0.9600.18537 does not play mp4 files without moov atom, which end up making native streaming of mp4 non functional.
IE11 reports “Invalid Source” on these videos. All other browers tested OK.
See attached videos, one with moov and one without.
Steps to reproduce:
Create a html file with video tags for each video attached and open it in IE11:

Browsers tested on the same machine (Win7)
NOT WORKING means test_with_moov.mp4 are playing in the software, while test_empty_moov.mp4 is not playing.
WORKING means both test_with_moov.mp4 and test_empty_moov.mp4 are playing in the software.

Tests were done on Win7 SP1 CurrentBuildNumber 7601.
Tested OK in IE11 on Windows 10
The same files are confirmed working in Windows 10 E N 2015 LTSB with Media Feature Pack (build: 11.0.10240.17202) and Internet Explorer 11 build 11.0.10240.17202.
