title and desc in SVG apply to all child elements' accName and accDesc

Steps to reproduce

This impacts HighCharts accessibility.

Attaching reduction as linking via jsFiddle, as F12 refuses to show the accessibility info for the results frame.

Expected:

Elements that don’t have any attributes or text content that would give it an accName or accDesc should have blank accName and accDesc. In the reduced test case this rect element should not have accName/desc and shouldn’t be in the a11y tree.

Actual:

Every single element in SVG sets its accName to be the text content of the SVG title element, and its accDescription is set to the text content of the desc element, unless something more specific wins.

As they have an accessible name it also forces them to be in the a11y tree. In the reduction you can test this by looking at the Name and FullDescription field for the rect element.

In the case of the HighCharts graph, this makes them unusable.
