Steps to reproduce

from the wai aria spec:
The state of being disabled applies to the current element and all focusable descendant elements of the element on which the aria-disabled attribute is applied.

repro html:

    <div  aria-disabled='true'>
    <input type='text' />
    </div>

edge is not picking up that the input should also not be enabled in the accessibility tree. See attached screenshots.
