Steps to reproduce

In latest IE Edge, if you have transparent outline on one of the anchestor node, then the filter effect do not work on any child elements.

Example:

<div style="outline: 1px solid transparent;">
<div style="filter:blur(4px);-webkit-filter:blur(4px;);">
