Mouse cursor in a textbox is visible through overlaping div

Steps to reproduce

In my web application, I have a textbox and a div with higher z-index attribute hides the textbox under contain business  condition.
If the cursor and focus is on the textbox and div hides the textbox, then the mouse cursor in the textbox is visible through the div which is not desirable.

I am using Microsoft Edge 38.14393.0.0 and Windows 10- Version 1608.

Any information and help regarding how to fix the issue is appreciated.

      In the posted code, if user keeps the mouse cursor on the “Enter” text box and mouseover on the “Patient” menu just above, then the cursor is visible through the menu div which is on top of the text box. The problem is happening for IE-11 and Edge
