Steps to reproduce

Code that reproduce the problem:

https://jsfiddle.net/zs05f2vu/

if the shader contains a large negative integer the linking fails on IE and Edge.

Example of vertex shader which causes the issue:

void main(){int i = -2147483648;}

There is no problem if the integer is positive.

No linking problem with chrome or firefox.
