progressbar accessibility attributes not read correctly by Narrator

Steps to reproduce

the Narrator does not read the right content of progressbar.
in the attachment there are 4 progressbars
first one is normal one, works well
second one is a indeterminate progressbar, according to the spec I skip the aria-valuenow but Narrator still reads “zero percent”
third one I put a aria-valuetext but Narrator is not reading it. it’s read same way as second sample.
forth one Narrator should read aria-valuetext instead of aria-valuenow according to spec but it’s not
