Steps to reproduce

Test case:
https://css-tricks.com/examples/OverflowExample

  1. Zoom to bigger/smaller than default zoom
  2. <body> scroll bar width is not changed
  3. other scroll bars that in <body> width is changed

This behavior breaks Getting scroll bar width using JavaScript,

Another example:

  1. Zoom to bigger/smaller than default zoom
  2. Open Twitter person profile (example: https://twitter.com/CNN)
  3. Click a tweet, you will see right-padding is small pushed.

Should keep all scroll bars the same width in same time (all affected, or all not affected)
