Steps to reproduce

This is about horizontal line (border-top, border-bottom, short height, long width),
vertical line (border-left, border-right, long height, short width) is also.

Zoom in decimal rate, such as 150%

height is not even in all browsers.
This must be a pixel-grid-snap problem when zoom.

In Edge,
* when height is 0, border is not even.
* when height is 1+ px, border is even.

In Chrome, Firefox, Safari (Mac), Opera
border is even.
