Mouse down does not scroll editable region if the selection is handled manually

Steps to reproduce

There is an inconsistency in implementation on how Edge implements scrolling. By the looks of it IE implements scrolling based on where the selection is, while other browsers rely on the pointer (mouse).

See the following demo, where we modify selection manually in mousemove event, but we’re not calling evt.preventDefault():

Put the mouse in the editable and try scroll to the right side, so that you scroll right. When the seleciton is overriden it’s impossible.

If you check other browsers, every single one acts in the same way, that it follows your pointer even though selection is modified. Edge is the only browser to stand out, so it would improve interoperability if this is fixed.
