F12 Developer Tools DOM Explorer not working when the page is in Full Screen mode

Steps to reproduce

Demo: https://codepen.io/danmana/full/mmopyp/

  • If Developer Tools is open and you switch the page to fullscreen the DOM Explorer tab is emptied (canceling fullscreen doesn’t restore it)
  • When the page is in fullscreen mode the “Inspect Element” action is missing from the right click context menu

This blocks finding and git fixing css bugs in fullscreen mode.
