Steps to reproduce

Now

Dialog block whole browser window, tab bar and URL bar are not usable.
User can not close tab when alert dialog is open.

Expect

Dialog block its container page only, tab bar and URL bar are usable.
User can close tab when alert dialog is open.
(be like Firefox)

User agents are encouraged to allow users to disable scripting whenever the user is prompted either by a script (e.g. using the window.alert() API) or because of a script’s actions (e.g. because it has exceeded a time limit).
