Windows 10 Edge Image does not respect localhost mapping in hosts file

Steps to reproduce

  1. Download and setup "Microsoft Edge on Win10 (x64) Stable (15.15063)" image for Virtualbox
  2. Open image via virtualbox
  3. In image, open Notepad with administrative rights
  4. Open C:/windows/system32/drivers/etc/hosts in notepad
  5. add following two entries to hosts file and save:
10.0.2.2 localhost
10.0.2.2 127.0.0.1
  1. Open powershell
  2. run ping localhost
  3. result will be incorrect local machine reference: Pinging MSEDGEWIN10 [::1] with 32 bytes of data

This procedure works in all other non-windows 10 virtual images to forward localhost traffic to the host machine. Why does windows 10 not respect its host file settings? Settings for non-localhost entries appear to work (see screenshot). Is there some new, unfortunate restriction around control of the “localhost” domain?

My host system is Mac OS Sierra 10.12.5 with Virtualbox 5.1.22 r115126 (Qt5.6.2).
