Narrator does not read elements with role="alert" if the element was created via js

Steps to reproduce

When an element has role = alert, Narrator wont read the element. This means any error messages that we surface via javascript is not read. This works on Chrome+NVDA.

      Thank you for providing this information about the issue. Narrator does not read the entire content of the window since this can overwhelm the user; instead, we just read the default control and the window title. The user may explore the dialog if they want more information. Currently, we do not plan to release a fix for this problem. Please update this case if you can provide new information for us to consider.
