Steps to reproduce
I recently experienced the same issues under Windows 10 (64 bit) in Internet Explorer 11 (Build 11.0.44 KB4025252) as reported recently for Microsoft Edge Browser in Issue #12166637.
This issue affects several customers of mine, who no longer can access their uploaded PDF files.
Quoted Issue #12166637:
Some PDFs will not open in Edge 15. Tested on multiple machines and as soon as edge is updated to version 15 the pdfs will not open. This does not affect all pdfs it seems. It does effect pdfs stored in Amazon S3 e.g. https://s3.amazonaws.com/oneplussupport/OnePlus-3-USER_MANUAL.pdf

I’ve tried this out on build 17085.rs_prerelease, and did not have any issue opening the linked PDFs. However, if there continues to be an issue, it is likely the same issue as the Edge bug you mention given that Edge is handling the PDFs even from Internet Explorer.
