Steps to reproduce

type=datetime-local is bugged.

When the user selects only the date but no time, the transferred form value is empty "".
Incomplete datetime-local results always in empty “” value, when there is no required field.
Chrome/Blink requires the datetime-local to be complete or absolutely nothing selected, when there is no required attribute.

The HTML standard says the value must be a “valid local date and time string” consisting of date AND time components.
