Pasting into Outlook.com email subject converts non-ANSI characters into question marks

Open https://outlook.live.com/mail/#/inbox

Click +New Message

Use emoji picker to insert 🐼 into message body. It doesn’t matter which you pick. 🐼 just happens to be first for me.

Select emoji in message body and press Ctrl+C.

Open Notepad, Word, WordPad or other app of your choice that supports Unicode text and paste to confirm clipboard contents.

Back on Outlook.com, click in subject line where it displays "Add a subject".

Press Ctrl+V or right click and select Paste.

Instead of "🐼", I see "??".

This is on 16257.1. On RS2, this works. This also works in IE11 on RS3.
