Pasting into email subject converts non-ANSI characters into question marks

Click +New Message

Use emoji picker to insert 🐼 into message body. It doesn’t matter which you pick. 🐼 just happens to be first for me.

Select emoji in message body and press Ctrl+C.

Open Notepad, Word, WordPad or other app of your choice that supports Unicode text and paste to confirm clipboard contents.

Back on, click in subject line where it displays "Add a subject".

Press Ctrl+V or right click and select Paste.

Instead of "🐼", I see "??".

This is on 16257.1. On RS2, this works. This also works in IE11 on RS3.
