Internet Explorer 12 / Windows 10 HSTS Support breaks Fiddler / Proxies

Steps to reproduce


Repro Steps:

  1. Install Fiddler on latest Win10.
  2. Enable HTTPS decryption mode inside Tools > Fiddler Options > HTTPS.
  3. Trust the Fiddler certificate.
  4. Attempt to load any server that sends a HSTS header.

OBSERVE: Traffic works briefly. After a few seconds, all requests fail. Reopening browser doesn’t help. Clearing cache and restarting from step #4 works briefly.

Bug reported to @thejohnjansen and may already be tracked internally, but external users are hitting this.

Expected Results:

HSTS shouldn’t cause failures of this nature. Sites should load properly with and without Fiddler running.
