Steps to reproduce

  1. install the repro, verify that it works on other pages. If you run into bug 13536532, restart Edge.
  2. open a test video, e.g. https://www.youtube.com/watch?v=kKQMY6x4e5U
  3. reload the extension, or execute browser.tabs.executeScript({ code: "alert('executeScript')" }).

Expected: The extension always alerts immediately.
Got: Often on Youtube, the alert is only shown when the user is already navigating away (or not at all, which often happens if they reload).
