    I’m a friend of who this issue reported, and I’ll add some comments on behalf of him.

    Steps to repro:

    1. Launch Microsoft Edge, and browse to https://helpx.adobe.com/jp/flash-player/kb/235703.html.

    Actual:
    No flash content is loaded, and [Click-to-Run] button is not displayed on the toolbar. (See attached MSEdge_NG.png)

    Expected:
    Flash content is loaded, and [Click-to-Run] button is displayed on the toolbar.

    Notes:
    In IE11, the flash content is loaded expectedly. (See attached IE11_OK.png)
