Emoji display incorrectly in F12 tools Elements panel

Steps to reproduce

Using mixer, I sent some emoji which it displays on its web site. These look fine. I inspected the element with the F12 tools and the emoji displayed in the Elements panel are not displayed correctly. Besides not being in color, the individual components are split.

The emoji displayed on the web site are πŸ‘©β€βœˆοΈπŸ‘¨β€βœˆοΈπŸ‘©πŸ½β€βœˆοΈπŸ‘¨πŸΎβ€βœˆοΈ. If I copy and paste from the F12 tools to here, the display is correct. The UTF-16 encoding of the emoji copied from the F12 tools is
