Steps to reproduce

Since Microsoft Edge 40.15063.0.0, certain PDF’s will display blank pages when viewed in this browser from a website (IIS).  This has been encountered on multiple different Windows 10 systems while accessing both test and production IIS environments (IIS8.5).  The PDF only allows printing for document security.  The same PDF, when downloaded, opens just fine in Edge locally, as well as in Adobe Reader.  The same PDF when opened in Chrome opens perfectly - printing to PDF and using that file (with security settings ‘laundered’) now works between IIS and Edge when copied to production and a test site.  Taking the laundered file and reapplying security through Adobe Acrobat reintroduces the problem.  When monitoring the web requests between IIS and Edge’s request for the PDF, there are a number of 206 Partial Requests listed (different from what Chrome does), with some of the Partial Requests returning 0 bytes.  So this seems like a hint as to what might be wrong.

      Thank you for providing this information about the issue. We were unable to repro the problem by browsing to the attached PDF via IIS in Edge 16299. Please test this problem in our latest public stable build 16299.
