Steps to reproduce

Edge doesn’t use correct text vs. emoji presentation for many emoji characters. I reported it earlier in a separate issue which has drifted to other issues and is mostly, but not entirely fixed. This is to address solely the default presentation issue of text vs. emoji.

I found two pages on Unicode.org which address this issue specifically. These are http://unicode.org/emoji/charts/emoji-style.html and http://unicode.org/emoji/charts/emoji-style.txt.

The sections of primary interest are the text-vs and text+vs blocks. Edge on 16296 gets most of these wrong. None of the text-vs block should be rendered with emoji presentation as all of these default to text presentation. All of the text+vs block should have emoji presentation since there is an explicit emoji presentation selector.

Chome 61 on 16296 gets this mostly right. It doesn’t get it entirely right.
