Steps to reproduce

It seems that MediaStreamTrack.applyConstraints() does nothing in Edge. For example:

track.applyConstraints({ width: 1280, height: 720});

does not change the video resolution. It would be great if Edge could support this, so that we can change video resolution in the middle of a WebRTC session.
