Steps to reproduce


chrome.webRequest.onBeforeRequest.addListener(details => {}, {urls: ["<all_urls>"], ["blocking"]}

from background page breaks navigation to about:flags. Removing the <all_urls> filter fixes the issue

chrome.webRequest.onBeforeRequest.addListener(details => {}, {urls: ["http://*/*", "https://*/*"], ["blocking"]}
